Samuel H. Frazier, a senior partner with Spain & Gillon, has a general corporate practice with primary emphasis in municipal law, public finance, real estate and estate planning.  He is a member of the Birmingham Bar Association and the Alabama State Bar (Taxation Section), National Association of Bond Lawyers and the American College of Mortgage Attorneys.  He is active in the community.  He is chairman of the Design Review Committee of the City of Birmingham, chairman of the Birmingham Historical Commission, president of the Forest Park-South Avondale Neighborhood Association, a member of the Department of Architecture of the Episcopal Diocese of Alabama and a  member of the Board of Directors of the Alabama Preservation Alliance.

Mr. Frazier was born in Washington, D.C., and received his Bachelor of Arts degree from Washington & Lee University in 1966, his J.D. from the University of Alabama in 1974 and his LL.M. in Taxation from the University of Alabama in 1979.  He was a member of the Board of Editors of the Alabama Law Review from 1972 to 1974.  At Washington & Lee he was Captain of the Debate Team and a Lee Scholar.  He served in the United States Army, obtaining the rank of captain in 1970.  Mr. Frazier achieved an AV rating through Martindale-Hubbell.
